Subject: - Matter of allowing the appointment of Pravasi teachers for teaching work with honorarium per hour.

With reference to Resolution-1 of the Department of Education on the above subject, a scheme has been introduced by the Government to conduct teaching workan on honorarium basis till the vacancies of sanctioned teachers in government and subsidized primary schools run by the District/Town Education Committee of the State are filled according to toythissuant to which the Reference-2 Resolution of the Department of Education has revised the hourly and maximum daily wage for traveling teachers of primary education.

Resolution 4 of the Department of Educationextendingoved to extends the deadline for conducting teaching work on honorarium till the end of the academic year 2022-23 till the vacancies of sanctioned teachers in government/non-government aided primary schools of the state are not filled by regular teachers.

From the reference letter of this office, instruction was given to all the districts/towns to submit the demand form for filling the travelUnders. Pursuant to which, considering the demand form received from the districts, within the limit of the grant sanctioned by the education department, according to the attached Annexure-1 to 3, the allocation of district-wise traveling teachers is done. The District Education Officer/District Primary Education Officer/Govt. Officer in addition to the reading-1, 2 and 4 within the district-wise district-wise allotted traveling teachers shall be appointed by the concerned District Officer from 01/07/2022 to 30/04/2023 subject to the following conditions...

1. When appointing Pravasi teachers in vacant primary schools, as per the provisions of the Resolution dated 01/04/2022 of the Education Department, it should be seen that the number of teachers in the school does not exceed the approved establishment as per the teacher-student establishment as on 30/06/2022.

2. At the local level, the head teacher of the school will have to decide on the appointment of a senior teacher of the school and a Pravasi teacher jointly by the school management committee.

3. In the schools run by the District / Town Education Committee, where there is a school with one teacher at present, if another teacher is to be found, in such case, priority should be given to such schools for the Pravasi teacher.

4. Mathematics and science teachers should be given priority in upper primary schools.

5. Candidates with prescribed qualifications will have to be appointed for the vacancies of Std-1 to 5 and Std-6 to 8.

6. For the honorarium to be paid to the approved Pravasi teachers as per Annexure-1 to 3, the accompanying grant request form and certificate should be submitted by the District Education Officer/District Primary Education Officer/Govt. At present, the demand form has to be submitted considering the expenses for the month of July-2022, which will be allotted by this office every month thereafter considering the expenses for one month. If in the middle of the session the number of Pravasi teachers appointed from here increases or decreases in the limit of Pravasi teachers, then it will have to be reported to the office here and demanded accordingly.

7. No leave or exemption may be given to the Pravasi teacher in the ongoing academic activities.

8. The educational work of the regular teacher/class is handled by the Pravasi teacher. All the work other than the academic work of that teacher/class will have to be done by the head teacher.

9. Considering the number of students in Std. 1 to 5 schools, if the number of students is up to 60, a maximum of one Pravasi teacher should be appointed.

10. In subsidized primary schools, if the ratio of teachers per class is fixed, it will be necessary to arrange a Pravasi teacher only for the missing teacher.

11. Whether do these Pravasi teachers do a good job in the appointed school? Appropriate arrangements should be made by the District Education Officer / District Primary Education Officer/Govt.

12. No written order shall be made to assign work to a Pravasi teacher.

13. As per the conditions of the Resolution dated 20/12/2021 of the Department of Education, there should be no TAS system, there is a maximum daily honorarium of Rs. 510/- and higher monthly maximum salary limit should not exceed Rs. Will have to pay.

14. The Pravasi teacher will have to work for as many days as the educational work of the children is going on in the primary schools and he will have to pay the salary for the working days.

15. The amount of monthly salary to be paid to the Pravasi teachers should be allotted from the district level and from the school level which should be paid to that teacher only through RTGS and its details should be submitted to this office by the concerned district officer.

16. As per the rules under this scheme, the concerned officer should be vigilant about the appointment of Pravasi teachers and the payment of the honorarium. Also, if any administrative or legal question arises in the future due to omission in it, all the responsibility will be on the concerned officer.

17. If there is a need for fewer Pravasi teachers than the number of Pravasi teachers allotted by this office in your district/town, you will have to inform this office within 7 days from the receipt of this letter so that similar Pravasi teachers can be allotted in other needy districts/towns.

18. In addition to the above conditions, the provisions and conditions of the Resolution dated 21/12/2015, 20/12/2021 and 22/06/2022 of the Education Department and other resolutions from time to time shall be complied with.
